Education advocates nationwide set into motion a 10-day campaign for Education for All (EFA) Platform 2010 that puts at the center of election debates issues on education from the perspective of teachers, child laborers, parents, indigenous peoples and other marginalized Filipinos. The out-of-school youth leads the campaign with a clamor for more education programs in a hearing in Congress. Teachers' Dignity Coalition caps the series of events on October 5 where 10,000 teachers gather for World Teachers' Day in Rizal Coliseum.
Edicio dela Torre, President of E-Net Philippines said in a media briefing yesterday that "Filipinos see elections as a time to listen to what candidates have in store for them. E-Net Philippines believes that more importantly it is an opportune time to make politicians listen to the people's sentiments."
The campaign includes the launch of Citizens' Movement for Good Governance, Peace and Education for All in Cebu City where more than 5,000 will come together in a pledge for better politics in the country. Sister Sandra Clemente from the University of Cebu emphasized that "the journey to good governance and peace in the country is possible only when every citizen is able to complete the full cycle of quality education."
High hopes for good governance is at stake in 2010 as the electorate votes on its new administration. Similarly, the year 2010 is a reckoning for EFA 2015 as countries such as the Philippines , embark on an End-Decade Assessment of their commitments to EFA. In 2006, President Gloria Macapagal Arroyo signed into law the Philippine EFA Plan 2015 that promises Functional Literacy for All by 2015. Six years to EFA 2015, the country has yet to reach out to the more than 5.8 million school age children who are out-of-school as reported by DepEd and the 9.1 million functionally illiterate Filipinos. According to Raquel Castillo, Asia Advocacy and Campaigns Coordinator of ASPBAE, "The Philippines is performing below Indonesia and Vietnam in terms of equitable access to and quality of education."
The 10 Days and 10 Voices for EFA Platform 2010 is an initiative of different members of E-Net Philippines in partnership with the Real World Strategies project of the Asian South Pacific Association of Basic and Adult Education (ASPBAE) and Global Campaign for Education (GCE).
