The 2000 Dakar Framework for Action reaffirms the goals of Education for All as laid out in the 1990 Jomtien World Conference on Education for All. It is an international agreement that commits the various governments to achieving quality basic education for all by 2015, with emphasis on girls. Three of the six goals laid out in this agreement are gender-directed.
The Dakar Framework for Action has cited major achievements and lessons of EFA that are directly addressing gender concerns in education which include the significant increase in primary school enrolment of girls among developing nations, in the face of severe economic constraints and continued rapid population growth (54%); the limited improvement in gender equality in primary enrolment in many regions, except the sub-Saharan Africa region; overall literacy rate has increased by 74% for women globally; and an increase in the levels of education among men and women have allowed for more informed choices in family size which impacts on the demographic growth rate, and in turn influenced development.
